The Cedar Key Community Redevelopment Agency met on Tuesday, June 19, 2018, at 6 pm at Cedar Key City Hall. Present were: Chair Royce Nelson, Vice-Chair Sue Colson, and members Heath Davis, Nickie Rucker, and Susan Rosenthal.
Staff in attendance included: CRA Attorney Norm Fugate, Police Chief Virgil Sandlin, Fire Chief and Emergency Operations Manager Robert Robinson, Public Works Supervisor James Custer, City Clerk Nicole Gill, Assistant City Clerk Crystal Sharp, and Legal Assistant to Mr. Fugate Leslie Landress.
Among those in the audience were: Buddy Scruggs, George Oakley, Barbara Maple, Dennis Gill, Peggy Herrick, Beth Mizell, Tina Ryan, Joy Parker, North Central Florida Regional Planning Council Sandra Joseph, Bill Rucker, Mark Clark, Jeri and Bob Treat, and Mandy and Frank Offerle.
TWO NEW MEMBERS SEATED
Royce Nelson and Susan Rosenthal were seated in Seat Four and Seat Two respectively’ each signed a “City Oath of Office” form after the evening’s meetings.
CHAIR AND VICE-CHAIR NAMED
Heath Davis nominated Royce Nelson as CRA chair; Rosenthal seconded the motion. No other nominations were offered. Nelson became chair in a four-to-zero vote.
Heath Davis nominated Sue Colson as CRA vice-chair; Rosenthal seconded the motion. No other nominations were offered. Colson became vice-chair in a four-to-zero vote.
PUBLIC COMMENT
Vice-Chair Colson suggested that the CRA meet when the agency had business to conduct, instead of meeting regularly once a month. Chair Nelson assured her that the agency has been functioning on an as-needed basis and would continue to do so.
SUNTRUST COMMUNICATION
In a March 12, 2018, e mail correspondence from SunTrust Vice-President Ken Schult to the Cedar Key Community Redevelopment Agency, Schult informed the city that the interest rate on the CRA tax exempt loan would need to be increased from 3.95% to 4.80% as a result of the passage of the federal corporate tax cuts in 2017.
Fugate responded saying that the rate on the CRA tax-free loan should remain the same, with no interest. Fugate advised a brief written correspondence to Schult restating his legal opinion.
Fugate noted that the bank may wish to go to court over the matter. Colson noted that SunTrust will certainly receive repayment of the loan, and with property values increasing, it may be sooner than later.
