RESOLUTION NO. 200 A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF CEDAR KEY, FLORIDA, SITTING AS THE CITY OF CEDAR KEY LOCAL PLANNING AGENCY, RELATING TO THE REVIEW OF A PROPOSED COMMUNITY REDEVELOPMENT PLAN FOR THE CITY OF CEDAR KEY COMMUNITY REDEVELOPEMENT AREA, AND DETERMINING THE PROPOSED PLAN TO BE CONSISTENT WITH THE CITY OF CEDAR KEY COMPREHENSIVE PLAN. WHEREAS, the Community Redevelopment Act of 1969, Chapter 163, Part III, Florida Statutes, authorizes cities to undertake various activities in order to improve the quality of life in said cities; and WHEREAS, the City of Cedar Key has undertaken and completed a review of the conditions in the City of Cedar Key for the purpose of determining whether slum or blight conditions, or both, exist throughout all or part of the City; and WHEREAS, on December 14, 1999, the City of Cedar Key Commission established a community redevelopment area pursuant to the Community Redevelopment Act of 1969, and designated the City of Cedar Key City Commission as the Cedar Key Redevelopment Agency; and WHEREAS, the Cedar Key Redevelopment Agency has prepared a Community Redevelopment Plan pursuant to the Community Redevelopment Act of 1969 and has forwarded the draft plan to this Commission sitting as the Local Planning Agency for a determination whether the proposed plan is consistent with the City of Cedar Key Comprehensive Plan; and WHEREAS, this Commission has reviewed the proposed Redevelopment Plan in relation to the City of Cedar Key Comprehensive Plan. NOW THEREFORE, THE CITY COMMISSION OF THE CITY OF CEDAR KEY, SITTING AS THE LOCAL PLANNING AGENCY, RESOLVES: SECTION 1. It is found, determined, and declared: A. That the proposed Redevelopment Plan attached hereto is consistent with the City of Cedar Key Comprehensive Plan. B. Specifically, the following goals, objectives and policies, among others, are found to be furthered by the proposed Redevelopment Plan: LAND USE ELEMENT 1. GOAL 1: To ensure that the character and location of land uses maximize the potential for economic benefit and the enjoyment of natural and man-made resources by citizens while minimizing the threat to health, safety and welfare posed by hazards, nuisances, incompatible land uses and environmental degradation. 2. Policy 1-1.2. Redevelopment in the historic district shall be permitted at existing or documented historic density if such redevelopment is consistent with the historic character of the area and conforms to FEMA and Coastal Management construction standards. 3. OBJECTIVE 1-2: By 1990, LDRs shall provide for redevelopment and renewal of deteriorating areas. 4. OBJECTIVE 1-10: By 1991 the city shall initiate specific programs and activities to effectively revitalize and renovate areas identified by this plan as substandard, such as unauthorized dumpsites and substandard housing. 5. OBJECTIVE 1-11: Concurrent with formal plan adoption, the city shall manage growth within the city to assure that the location, timing, and intensity of development is consistent with the expressed desires of city residents and protects the public health, safety and general welfare-through zoning and other local ordinances, codes, regulations or administrative procedures. TRAFFIC CIRCULATION ELEMENT 1. GOAL 1: To maintain the existing city roadway network and parking facilities, correct existing network deficiencies and provide economical, efficient, safe, and environmentally sound transportation facilities to ensure that Cedar Key area traffic operates above acceptable levels of service. 2. OBJECTIVE 2-5: By 1991, the city shall evaluate parking problems and implement policies to assure citizen safety and convenience, and avoid negative environmental and economic impact. RECREATION & OPEN SPACE 1. GOAL 5: To maintain and develop a variety of recreation facilities and/or programs and insure adequate open space to satisfy the existing and adequate open space to satisfy the existing future needs of Cedar Key. HOUSING ELEMENT 1. GOAL 6: To enhance cost-effective availability and affordability of housing for present and future residents of Cedar Key in accordance with income level with emphasis on self -sufficiency, quality of life and environment, health, safety, the public good and private property rights. 2. OBJECTIVE 6-2: By 1993, the city will adopt a 5-and 10-year plan, which identifies marginal buildings and provides for a schedule of elimination or rehabilitation, including structural and aesthetic improvement consistent with the character and resources of the community. 3. Policy 6-5.2 Temporary and time-dependent tax relief or other economic incentives will be considered for private development or rehabilitation of historic structures if consistent with the historic character and architecture of the area. COASTAL MANAGEMENT ELEMENT 1. OBJECTIVE 7-12: The city shall continue, on an on-going basis, to preserve, protect and further enhance the scenic beauty and contributive amenities exemplified by Cedar Key. 2. Policy 7-13.1.a: The City Commissioners will support the preservation, continued maintenance and continued acquisition of park and recreational lands. CAPITAL IMPROVEMENTS ELEMENT 1. OBJECTIVE 9-1: By 1990, and annually thereafter, the city Commission shall use the capital improvements element as a means to identify and schedule all anticipated capital expenditures to correct current problems by replacing or improving inadequate facilities and to provide for future growth.... Currently identified needs under city jurisdiction include: 1. Repaving City Streets 2. Marina Improvements 3. Pocket Parks 4. Beach Restoration 5. Storm water Drainage HISTORIC PRESERVATION ELEMENT 1. GOAL 10: To identify, preserve, protect, acquire, rehabilitate and otherwise endeavor to ensure the continuity of the cultural resources of Cedar Key for future generations. 2. OBJECTIVE 10-5: Upon plan adoption and through 1990 LDRs, the city shall identify economic incentives, which encourage rehabilitation of historic structures. 3. OBJECTIVE 10-8: Upon plan adoption and through 1990 LDRs, the city shall assure that infill on vacant property and redevelopment in the historic district is consistent with the character of the community. SECTION 2. The City Commission sitting as the Local Planning Agency forwards to the Cedar Key Redevelopment Agency a finding that the proposed redevelopment plan is consistent with the Cedar Key Comprehensive Plan as set forth above. SECTION 3. This resolution shall take effect immediately upon adoption. PASSED AND ADOPTED MAY 18, 2000. |
