PROPOSED LOCATION OF TEMPORARY DOCK STREET BRIDGE
 
 
The Cedar KeyCity Commission met in the Cedar Key City Hall on Tuesday, November 18, 2014.  All commissioners were in attendance:  Mayor Dale Register, Vice-Mayor Sue Colson, and Commissioners Tina Ryan, Royce Nelson, and Nettie Hodges. 
 
Staff in attendance included: City Attorney Norm Fugate, Police Chief / Public Works Director Virgil Sandlin, Fire Chief / Building Department Manager Robert Robinson, City Clerk Teresa George, and Staffer Lisa Fine.  
 
City Hall was full for this meeting. There were approximately fifty residents and participants.
 
PUBLIC COMMENT
Lannie Cardona spoke on this years’ Sea Food Festival gross sales in the park for the not-for profit organizations in the City. This years’ gross sales were $55,800, of which $31,200 was from the 17 groups from the Cedar Key School.
 
Cardona said the money raised is really important when you think about basketball uniforms and other things that the school needs that are not always available through their own resources or through the school board.
 
Cardona thanked Chief Sandlin, his departments and the City for their support and said he looked forward to seeing them next year.
 
 
Scott Dennison, on behalf of American Tower Corporation, ask that American Tower be placed on the agenda of the next meeting. American Tower would submit a preliminary plan for the City of Cedar Key to consider. A draft conceptual document will be submitted to the City prior to the meeting so that the Commission and the public will have an opportunity to review the tentative plan; they are looking for feedback and comments from the public as well as the Commission.
 
Mr. Dennison stated that American Tower is not looking for a decision on December 2nd but an opportunity to discuss the options and review what has transpired with American Tower Corporation and the City in the past.
 
Mayor Register directed staff to place it on the agenda.
 
FLORIDA DEPARTMENT OF TRANSPORTATION
Some six FDOT personnel presented information and listened to comments from the interested audience.

Everything was opined upon:  parking versus no parking Dock Street during construction, the perceived lack of parking in Cedar Key at large, placement of a temporary bridge, shape and angles of a temporary bridge, construction time schedules of 18-24 months for the two small bridges to maxing out at 36 months for the Dock Street Bridge, right of way issues requiring a two year process, eminent domain concern, and more.
 
The Daughtry Bayou Bridge (Airport) and the Lewis Pass Bridge (Gulf Blvd), as presented, will be two feet higher in the center, approximately 30 feet longer and 28 feet wide. A six foot sidewalk with a 42 inch high solid concrete railing planned for each side of the new bridge.
 
A temporary bridge will be built alongside the Daughtry Bayou Bridge and the Lewis Pass Bridge will have a temporary bridge located at vacant property on Whidden Avenue, west of Gulf Blvd.
 
After some discussion and no major objections to the designs, the two proposed plans were tentatively accepted by the commission.
 
There was input from the audience and some commissioners regarding the need to have a six foot sidewalk at both sides of the Lewis Pass Bridge. The existing bridge has a narrow walkway along each side and the bridge is not used for fishing. The representatives for the FDOT said the design could be scaled back to having only a sidewalk on one side but they were designing for 75 years of future use.
 
The C Street Bridge (Dock Street) was more heavily discussed. The main concern was to not have traffic to Dock Street interrupted. A new plan was presented by FDOT showing a temporary bridge beginning at the parking lot at C Street & 1st Street across from the Fire Department and extending across the marina to a point on Dock Street just east of Nature Coast Realty. This would require the elimination to 20-30 existing parking spaces at the entrance to the temporary bridge on 1st Street.
 
The new Dock Street Bridge will be four feet higher in the center than the existing, 47 feet wide and approximately 60 feet longer. The center span for boat traffic is planned to be 45-50 feet wide and will have 25 foot span at each side. These side spans will be filled with riprap and not navigable.
 
While there was a great amount of discussion regarding vehicular traffic on Dock Street during construction, there was no discussion of the frequency and length of time that the marina may inaccessible to boat traffic. During certain phases of construction, to be determined by the contractor, boat traffic may have no access from the marina to the gulf.
 
At approximately 7:30 pm, FDOT staff left resolving to return at the December 16, 2014 meeting with a presentation on the temporary C Street Bridge.

CLERK’S OFFICE
 
Commissioners unanimously approved the 2013-2014 Budget Amendment presented by City Clerk Teresa George.   The rationale and the amount was not articulated.
 
ATTORNEY’S OFFICE
 
Three second & final reading of the following ordinances were unanimously approved:
  • Ordinance 489 which establishes a process for the issuance of a certificate of business use.
  • Ordinance 490 which extends the corporate limits of the city to include lands lying contiguous to it, specifically 16330 SW 129 Lane.
  • Ordinance 491 which extends the corporate limits of the city to include lands lying contiguous to it, specifically 16320 SW 129 Lane.
The first reading of Ordinance 492 which establishes a Land Planning Board consisting of five members, two of whom would have one-year terms, two of whom would have tw0-year terms, and one of whom would have a three-year term was unanimously approved.
 
Appointments will be made at the December 2, meeting after the resolution’s second reading and approval.
 
PUBLIC WORKS DEPARTMENT
Library Roof:
Commissioners unanimously approved MLD Architects’ option #2, with a preliminary cost of $7,300, to repair the Library roof. This will include replacement and repairs to the existing scuppers, flashing and roof penetrations and metal parapet coping. A new PVC single ply membrane system will be installed. The option states that most manufacturers will provide up to a 20 year warranty on this roof re-covering system. No specific length of warranty was given for this project that covers workmanship or materials.
 
Launch Meter:
Commissioners directed Police Chief / Public Works Director Virgil Sandlin to get additional bids on the Marina launch meter.  Commissioner Royce Nelson offered to assist Sandlin with the necessary research.  To no avail, Mayor Register suggested that commissioners approve Sandlin’s research and subsequent decision, stating six times that the city is currently “bleeding revenue” because the meter works so poorly.
 
RBEG Meeting:
Commissioners announced the November 20, 2014, 2pm City Hall meeting with Mittauer. The meeting is open to the public.
