MEETING SPECIFICS
The Cedar Key City Commission met on Tuesday, June 15, 2021, at 6 pm, at the Cedar Key Community Center. Present were Mayor Heath Davis, Vice-Mayor Sue Colson, Commissioners Susan Rosenthal and Nancy Sera. Commissioner Jim Wortham was not in attendance.
 
Staff in attendance included: City of Cedar Key Attorney Norm Fugate, Police Chief Virgil Sandlin, Fire Chief and Emergency Operations Director Robert Robinson, Interim City Clerk Carol Walker, Receptionist Telicia Winfield, and Building Clerk Jennifer Sylvester.
 
Among those in the audience were: Tabitha Lauer, Eileen Senecal, John McPherson, Anne Miller, Janice Fugate, Jerry Salamon, Dottie Grix, Phil Hawley, Esta Johnson, Doris Hellerman, Bob and Jeri Treat, and Mandy and Frank Offerle.
 
AGENDA  ADJUSTMENTS
Commissioner Susan Rosenthal requested that agenda item 14C be changed to read “Susan Rosenthal” instead of “Sue Colson.”
 
MINUTES APPROVED
Commissioners unanimously approved the May 18, 2021, Cedar Key City Commission Meeting Minutes.
 
PUBLIC COMMENT
Resident Clay Childers, who attended the prior meeting, requested that the American flag in front of the Community Center be lighted after dark.
 
ORDINANCE
Ordinance 542 was presented by Attorney Norm Fugate for its first reading. The ordinance provides for the voluntary annexation of Levy County Parcels 0043701300 and 0043701400 located at Piney Point by the airport. The ordinance presented to the public notes that “Exact legal description to be provided to the developer prior to first reading.” No such legal description was provided by the developer. Commissioners unanimously approved the first reading of the ordinance.
 
A “Notice of Intent to Adopt Annexation Ordinance” contained the same language.
 
The “Petition for Voluntary Annexation” does contain a condensed description of the two parcels to be annexed and cites the seven conditions under which a property may be annexed.
 
Gainesville-based land developer, real estate agent, and prospective purchaser of the two parcels Phil Hawley spoke informing the commission that, after speaking to the parcels’ neighbors, he now intends to build six homes instead of eight.
 
The parcels need to be annexed into the City or in the process of annexation, before the they can be replatted into six lots. If the replatting is done while still in unincorporated Levy County, only four sites would be allowed.
 
Should something cause the parcels not to be sold, owner Dottie Grix wanted the commission’s assurance that her land would not be annexed. Commissioners verbally assured her.
 
VISTA HISTORICAL SITE SUPPORT LETTER
Commissioners unanimously approved to draft a letter of support to the Florida Department of State.
 
FINANCES
City Clerk Carol Walker responded to the commission’s request for the clarification of City finances.

PARKING IN CEDAR KEY
Police Chief Virgil Sandlin addressed parking concerns. He explained that he is working on the following actions.
• Contracting with a paint striping company to paint parking lines along Second Street in the Marina for a cost of $750.
• On Second Street, between A and B Streets, enforce existing passenger vehicle parking on the north side of the street and allow only golf carts and motorcycles, with no angle parking, on the south side of the street, hence, easing two-way traffic.
• On Second Street, between A and Depot Streets, enforce passenger vehicle parking on the south side and only golf carts and motorcycles, with no angle parking, on the north side of the block, hence, easing two-way traffic.
Sandlin will mark the areas of the street accordingly for the paint stripping and order signage.
 
CRS UPDATE
Cedar Key CRS Administrator Jenifer Sylvester updated commissioners on the Community Rating System, part of the and Flood Insurance Program. She expressed confidence that the City is amassing the points necessary to keep current certification and perhaps further lower residents’ flood insurance payments.
 
LOT SIZE, BOUNDARY MAP
Cedar Key Building Clerk Jenifer Sylvester asked if the boundary lines on Map 6.01.01 that she presented are accurate. The commission assured her that the boundary lines are correct and there is no need to consider an adjustment to the map.
 
MAYOR AND COMMISSIONER COMMUNICATIONS
 
COMMISSION MEETING BROADCAST
Commissioner Nancy Sera reported that she plans to pilot test and hopes to have ready a streaming service for the next commission meeting to be conducted from City Hall.
 
COLSON REQUEST
Vice-Mayor Colson requested that a police officer staffing schedule be prepared. She expressed concern that only one officer was on duty on Memorial Day weekend.
 
CITIZENS ON PATROL
Commissioner Susan Rosenthal reported investigating Citizens on Patrol in thirty other Florida cities. She is excited about the project and will report more at the next meeting
