MEET in JOINT WORKSHOP

MEETING SPECIFICS
The Cedar Key Water and Sewer District personnel and Governing Board members and the Cedar Key City Commission met on Tuesday, June 15, 2021, at 5 pm, at the Cedar Key Community Center.
 
CKWSD board members present included: Chair Steve Rosenthal, Dottie Haldeman, Leslie Sturmer, Joe Hand, and Tabitha Lauer. Cedar Key City Commission members present included: Mayor Heath Davis, Vice-Mayor Sue Colson, Commissioners Susan Rosenthal, and Nancy Sera; Commissioner Jim Wortham was not in attendance.
 
CKWSD Staff in attendance included: District Attorney John McPherson, General Manager Chad Wisdom, and Superintendent James McCain. Cedar Key City personnel in attendance were: City Attorney Norm Fugate, Police Chief Virgil Sandlin, Fire Chief and Emergency Operations Director Robert Robinson, City Clerk Carol Walker, Receptionist Telicia Winfield, and Building Clerk Jennifer Sylvester.
Among those in the audience were: Eileen Senecal, Jan and Clay Childers and Mandy and Frank Offerle.
 
Though expected and written in official documents, the Cedar Key Water Sewer District Governing Board and the Cedar Key Commission have not met in many years. This meeting is the result of Mayor Davis’s and Commissioner Wortham’s efforts and the Water Board’s willingness to engage in what they hope will be a recurring annual June meeting with more communication, with the possibility of more meetings throughout the year.
 
INTERLOCAL AGREEMENT
Though not in the agenda packet, CKWSD Attorney John McPherson articulated the contents of the recently approved Interlocal Agreement between the City and the CKWSD.
 
McPherson explained that in the 1960’s the City owned all the utilities. With the creation of the CKWSD in the early ‘60s, the initial agreement was unclear about which entity owned what piece of property. This new Interlocal Agreement is an attempt to clarify the lack of precision.
 
The agreement addressed water tower property on Whiddon: the ground is owned by the City; the tower belongs to the Water District. Among other things, the agreement provides that the tower space may be leased out to entities for the public good; leasing dollars are equally shared between the two entities.
 
NEW WELL WATER TREATMENT PLANT
CKWSD General Manager Chad Wisdom explained that at last evening’s CKWSD monthly board meeting, the board approved Gainesville-based Mittauer and Associates to move forward to seek $12.5 million in funding for the proposed new water treatment plant to replace the mid-1960s extant plant. Government monies and grants are now expected to be available.
 
The new plant, if built, will be located on property 16 to 20 feet high in contrast to the current plant which is three to four feet above sea level.
Wisdom further explained that if no funding were forthcoming, the plant must still be built. The cost to residents, if no funding were to be secured, would be approximately $85 per month per residential household. Should six million in funding be secured, residents would pay approximately half of the $85, and so on.
 
Wisdom explained the district’s ’earnest s attempts to solve the local water problems and cited fifteen different attempted and failed solutions.
Vice-Mayor Sue Colson offered the City’s support in the district’s efforts to secure funding.
 
VERIZON CONSTRUCTION
CKWSD Attorney McPherson reported that Verizon had informed his office that construction of Verizon’s equipment on the water tower will begin next week. The service, if completed, should provide better cell service for all cell users.
 
DOCK STREET BRIDGE TIMELINE

WATER TOWER PROPERTY AND PUBLIC WORKS PARKING
All agreed that less parking space is available at the State Road 347 site than originally thought. Care in parking and greater communication will help relieve some inconveniently parked vehicles
