MEETING SPECIFICS
The Cedar Key City Community Redevelopmentt Agency met on Tuesday, August 16, 2022, at 5 pm, at the Cedar Key City Hall. Present were Mayor Heath Davis, Vice-Mayor Sue Colson, and City Commissioners Susan Rosenthal and Nancy Sera. Commissioner Jim Wortham attended by telephone.
 
Staff in attendance included: City of Cedar Key Attorney Norm Fugate, Police Chief Edwin Jenkins, Fire Chief/Emergency Operations Director Robert Robinson, Public Works Supervisor Jamie McCain, City Clerk Brenda Ayres, Administrative Assistant Telicia Winfield, Building Clerk Jennifer Sylvester, and Legal Assistant to Norm Fugate Lee LeeAnne E. Rohrer.
 
Among those in the audience were: Tabitha Lauer, Doug Lindhout, Ron Taylor, Steve Priessman, John Meeks, Claudette Nelson, and Mandy and Frank Offerle.
 
The meeting was Zoomed.
 
OATH OF OFFICE FOR NEW MEMBERS
Invited to become a Cedar Key Community Redevelopment Agency board member was Levy County Vice Chair and Commissioner John Meeks. Commissioners Susan Rosenthal and Nancy Sera have recently been reelected to their commission seats; thus they should become CRA board members.
 
Mayor Davis remarked that the three new board members would attest to and sign the official Oath of Office at another time. Meeks will be a voting member of the now six-member CRA board.
 
NEW CHAIR AND VICE CHAIR ELECTED
Board members unanimously reelected Heath Davis as Chair and Sue Colson as Vice-Chair.
 
STURGIS CIRCLE DRAINAGE
In earlier meetings, Public Works Supervisor Jamie McCain presented the engineering firm of Jones Edwards’ scope of work for establishing a drainage system on the Kamzelski property on Sturgis Circle priced at approximately $63,000. At the time, Mayor Davis instructed McCain to discuss a pipe solution with local contractor Ron Taylor.
 
This evening, McCain requested permission to work with Taylor to create two drainage pipes emptying into two to-be-constructed drainage basins on city property below the Kamzelski’s property. Commissioners approved his request.

Minutes from the February 15, 2022, Community Redevelopment Agency meeting were unanimously approved.
 
CRA BASICS: NEWS CLIPS
City of Cedar Key Attorney Norm Fugate presented “CRA Basics - Florida Redevelopment News Clips” which abbreviated the “basics”: definitions, structure, requirements, plans, legalities, financing, and more.

CRA BUDGET STATUS
Attorney Fugate reflected on the history of the current CRA. He spoke of the original bond, the second bond, the economic downslide in 2009, never having been in default, and on the path to be financially “caught up” by January 2024. The entire CRA ends in 2027 and its debts should be entirely paid to Truist Bank, which was Sun Trust Bank.
