MEETING SPECIFICS
The Cedar Key City Commission met on Tuesday, Mach 21, 2023, at 5 pm, at the Cedar Key City Hall. Present were Mayor Heath Davis, Vice-Mayor Sue Colson, and Commissioners Jim Wortham, Susan Rosenthal, and Nancy Sera.
Staff in attendance included: City of Cedar Key Attorney Fugate, Police Department Chief Edwin Jenkins, Fire Chief/Emergency Operations Director Robert Robinson, Public Works Supervisor Jamie McCain, Administrative Assistant Telicia Winfield, Clerk Heather Lang, Building Clerk Jennifer Sylvester, and Legal Assistant to Norm Fugate Lee LeeAnne E. Rohrer.
Among those in the audience were: Marissa DeHaven, Joe Bishop, Dottie Haldeman, Tabitha Lauer, Tom Fattori, Doug Lindhout, Buddy Scruggs, Esta Johnson, and Mandy and Frank Offerle.

PUBLIC COMMENT
CEDAR KEY SCHOOL ATHLETIC DEPARTENT REQUEST
Cedar Key School Athletic Director Marissa DeHaven requested that commissioners reverse a settled decision to allow the CKS Athletic Department to operate the city parking lots for both days of both festivals. A lengthy, thorough history of previous years’ athletic directors, their parking lot understandings, the dramatically increased high costs of athletic equipment, and the prices’ deleterious effects on the Athletic Department budget were enumerated by DeHaven.
Commissioners referred the issue to the organization in charge of the festival, which is not the city but the Lions Club. The Lions Club assigns organizations spaces, oversees parking lots, and oversees the paperwork, as well. The Lion who signed the papers allocating space is Commissioner Susan Rosenthal.
Rosenthal clarified the issue saying she, the school’s Athletic Department, and the Cedar Key Historical Society had met and previously resolved the issue allowing both organizations one day parking lot management for his April festival.
Prior Coach Joe Bishop and resident Dottie Haldeman registered distress and requested the commissioners reconsider the decision which resulted in the school only able to earn half the funds than in the past. Mayor Heath Davis expressed regret but left the decision in place, saying that the issue is hot one that should be decided by the commission.

Left unclear was when paperwork is due annually to the Lions to reserve spots and what might occur in the future.
CHAMBER OF COMMERCE
Chamber of Commerce representative Doug Lindhout advised commissioners that his organization has distributed a parking in Cedar Key survey to approximately 200 Chamber members, continues to receive responses, and will share them as they become available.
CEDAR KEY AQUACULTURE ASSOCIATION
Cedar Key Aquaculture Association Advisor Tom Fattori updated commissioners rewarding the CKAA efforts to pursue grant funding from the Florida Department of Agriculture and Consumer Services, Division of Aquaculture. The division recently submitted to the legislature a request to obligate three million dollars to support and expand shellfish aquaculture.
Should this legislature approve funding, funds may be available through matching grants for the startup or expansion of: shellfish nursery production, shellfish grow out production, and shellfish hatcheries. Funding determination is expected in July or August of 2023.
CLERK’S OFFICE / ADMINISTRATION
INTERIM CITY CLERK
Commissioners appointed Building Clerk Jennifer Sylvester to Interim City Clerk. The city charter requires the appointment of a city clerk to act as a contact person, to sign checks, and much, much ore. For the time being, voted commissioners, Sylvester will function as contact and signatory, while the three office personnel will share the other functions. Office personnel include Telicia Winfield, Heather Land, and Sylvester herself.
Vice-Mayor Sue Colson suggested that the three office staffers be compensated for their additional duties; commissioners unanimously agreed. No specific monetary amount was mentioned.
 
MINUTES APPROVED
Commissioners unanimously approved minutes from the February 21, 2023, City of Cedar Key Commission Meeting.
PROPAY PAYROLL SERVICE
After some discussion, commissioners unanimously approved having Propay Payroll Service to assist city staff with payroll at a cost of approximately $213 monthly. The company is operated by Cedar Key resident David Watson.
ATTORNEY’S OFFICE 
LAW CODIFICATION
Currently the Laws of Cedar Key are available to the public on the city website. The CivicPlus Company’s Municode provides technology to municipalities. One such technology offers the “Republication, Supplementation, and Online Code Hosting Services.” At the request of City Attorney Norm Fugate, commissioners unanimously approved those exact services for the city’s laws at a cost of $ 3,977.29 for the first year and $.2,357.25 for the second year.
PUBLIC WORKS
STORM WATER VALVE
Public Works Supervisor Jamie McCain requested the purchase of two in-line stormwater check valves to be installed in the G street outfall and the Island Place outfall. They will be installed by the Public Works crew. Commissioners unanimously approved the approximately $22,000 purchase.
PUBLIC SAFETY, FIRE DEPARTMENT
HURRICANE AWARENESS DAY
Fire Chief / Emergency Awareness Director Robert Robinson announced that June 1st will be Hurricane Awareness Day in cedar Key.
COMMISSIONER CONCERNS
PURPLE MARTINS
Cedar Keys Audubon Board Member Scot Wright requested permission to construct a purple martin “home” and educational signage on public property, hoping to attract more martins and enlighten the public. Commissioners approved the request unanimously.
PROPERTY AT THIRD AND A STREETS
Mayor Heath Davis reported that he sees no action forthcoming on the property.
