The Cedar Key Water and Sewer District met Monday evening, July 8, 2024, at 5 pm at its offices on Third Street.


W3C UPDATE
As CKWSD’s representative to the Waccasassa Water and Wastewater Cooperative, Joe Hand, updated the commissioners reporting the following.
• The W3C now functions with Dewberry Engineering as its consulting engineer, Sherrie Yost as administrator, and Norm Fugate as attorney.
• Dewberry will create a Facilities Plan by December 2024, with will contain three tasks: Task One includes site locations, recommendations and analysis; Task Two includes preliminary pipeline layout and recommendations; Task Three includes a preliminary facilities plan outline.
• The new website is W3Cfl.org.
• The W3C is a formal Florida Special District according to the Florida Department of Commerce.
LIFT STATION UPDATE
Baskerville-Donavan, The firm contracted to refurbish the first set of lift stations, is completing the performance bonding process. When the process is complete, a notice will be issued informing the public that the project is beginning. CKWSD General Manager Rittenhouse recommended a meeting in which that the impacted residents, businesses, fire, police, etc. receive detailed information about what services will be impacted.
Cedar Key Mayor Sue Colson suggested a meeting at City Hall because it is larger and can accommodate more residents and because the city and the CKWSD may be viewed as working together for the island’s welfare. She further pointed out that many residents have no idea what a lift station is, does, nor how it functions and suggested that this is a fine opportunity to educate them. CKWSD Commissioners did not respond to Colson’s suggestion; instead, they left the issue with Rittenhouse to orchestrate.
PRE-AUDIT SERVICES
For years, Beauchamp and Edwards, CPAs have completed the CKWSD’s pre-audit services, readying the books for its annual state-required audit. Beauchamp will no longer provide those services due to a reduction in its staff. James Moore and Company, P.L., the district’s auditor, offered to perform the pre-audit service for approximately the same cost as Beauchamp and Edwards charged. Commissioners agreed to hire James Moore and Company for its pre-audit services at $10,750 for the upcoming fiscal year.
UNIFORMS
Commissioners unanimously approved Rittenhouse’s suggestion that the district provide Unifirst uniform services for its three field technicians, one clerk, and the general manager at a cost of approximately $3,000 a year.
CROM CONTINUING SERVICES AGREEMENT
Commissioners unanimously approved a continued services agreement with CROM, of Gainesville, to provide pre-stressed concrete services for water and wastewater preventive maintenance inspections, corrective maintenance, and upgrades.
ATTORNEY CONTINUING SERVICES
Commissioners unanimously approved a continued services agreement with the Tallahassee law firm of Nabors, Gilpin, and Nickerson for another year and amending it to add three percent based on the Consumer Price Index.
BUDGET WORKSHOP
A budget workshop is scheduled for July 29, 2024, 5:01 pm at the board offices.
GENERAL MANAGER’S REPORT
In addition to all of the above pertinent CKWSD information, the following were cited.
• The strong Consumer Confidence Report was mailed out to CKWSD ratepayers June 26. The report is also posted on the district’s website and available in the Third Street front office.
• Background tax information regarding millage rates and taxable property values was provided for upcoming budget decisions.
• Paperwork processing for the district’s new Ford 150 truck is moving forward.

Present were Chair Mike Borelli, Secretary Leslie Sturmer, Commissioners Joe Hand, Jonathan Ferguson, and Steve Rosenthal.
Staff in attendance included General Manager John Rittenhouse, General Counsel Evan Rosenthal, and Clerk Alicia Johns.
Among those in the audience were: Doris Hellerman, Cedar Key Mayor Sue Colson, and the Cedar Key News’ Mandy and Frank Offerle.
