Present: Mayor Paul Oliver, Commissioners Ken Daniel, Heath Davis and
Vanessa Edmunds Also City Clerk Frances Hodges Absent: Commissioner Sue
Colson


1. Call to Order Mayor Oliver dispensed with the Pledge of Allegiance and a
prayer and opened the meeting at 5:00 p.m.


2. Roll Call City Clerk Frances Hodges called the roll. Commissioner Colson
absent.


3. Administrative Issues
Representative to the Withlacoochee Regional Planning Council After some
discussion they realized that the Mayor is the usual representative from
each municipality and Mayor Oliver agreed to be the Cedar Key representative
for a term from December 9, 2004 to December 8, 2005.


National Epilepsy Month City Clerk Frances Hodges reported that they had
a letter of request to resolve that November be Epilepsy Awareness Month.
there were no objections. MOTION MADE BY KEN DANIEL TO MAKE NOVEMBER
NATIONAL EPILEPSY AWARENESS MONTH. SECONDED BY COMMISSIONER VANESSA EDMUNDS,
MOTION PASSED UNANIMOUSLY.


4. Second and Final Reading of Ordinance Number 377 City Clerk Frances
Hodges read out the title of Ordinance 377. MOTION MADE BY COMMISSIONER KEN
DANIEL TO ACCEPT ORDINANCE NUMBER 377 AND SECONDED BY COMMISSIONER VANESSA
EDMUNDS.


Discussion: Mr. George Sandora reminded the City that he suggested they do
an economic impact study before imposing the moratorium. He cited possible
negative affects on real estate values, employment and on tax assessment and
values. He asked if they had done this study. Mayor Oliver said it was for
only 6 months and was not a universal moratorium. Commissioner Edmunds added
that it was only for special actions and ordinary permitting would
continue. The Mayor had asked that eh Building Official research the past
year¹s permits to know how many applicants would have been affected. There
were six.


ROLL CALL VOTE: AYE - COMMISSIONERS KEN DANIEL, HEATH DAVIS, VANESSA
EDMUNDS AND MAYOR PAUL OLIVER. MOTION PASSED UNANIMOUSLY.

5. Adjournment MOTION MADE BY COMMISSIONER KEN DANIEL TO ADJOURN. SECONDED
BY COMMISSIONER HEATH DAVIS. MOTION CARRIED UNANIMOUSLY. The meeting was
adjourned at 5:07 p.m.
