On December 21, 1943, Commissioner J.G. Newsom offered the following resolution:

Whereas the Florida Committee for the Rehabilitation of Servicemen and Women through Hospitalization and Education with headquarters at Gainesville, Florida are at this time preparing a report to ultimately be submitted to the Federal
Board of Hospitalization, and Federal Agencies to secure attention towards building a Federal Hospital adjacent to the University of Florida for assisting the Servicemen and Women more rapidly to occupy his or her desired status as a
civilian or member of the Armed Forces in the constructive progress of the Nation.

Whereas Levy County in close proximity is also possessed of splendid lands for the production of vegetables, land products of many kinds and timber, rock and
other materials essential to sound construction and sea foods the year round in abundance and the citizens of Levy County are anxious to do all possible for the benefit of our Servicemen and Women.

Commissioner Newsom moved the adoption of the above and foregoing resolution; seconded by Commissioner Yearty and upon being taken the same was unanimously adopted.
