From the Board Minutes 1909

Persuant to notice having been given as required under Chapter 5705 Acts of 1907, Laws of Florida, the county convicts were offered for hire during the term of one year beginning January 1st, 1909. There being but two bidders, S.A. Rawls and Company by and through their attorney John A. Witls and J.S. Fisher and Company in their own persons and the said county convicts were, upon motion hired to the said J.S. Fisher and Company for the sum of fifteen dollars per month for each and every convict. (Women or females and all convicts under the age of 15 years, mutually agreed to be excepted from the contract) that being the highest bid offered.
