CITY OF CEDAR KEY REDEVELOPMENT AGENCY January 18, 2005 Present: Chair Paul Oliver and Members: Sue Colson, Ken daniel, Heath Davis and Vanessa Edmunds. Also present City Attorney David Coffey and City Clerk Frances Hodges. 1. Invocation and Pledge of Allegiance Chair Oliver opened the meeting at 7:01 p.m. with the Pledge of Allegiance and a Prayer said by Member Heath Davis. 2, Minutes of October 5, 2004 The Chair asked for a motion to adopt the minutes. SO MOVED BY MEMBER KEN DANIEL AND SECONDED BY MEMBER SUE COLSON. MOTIONCARRIED UNANIMOUSLY. 3. CRA/LPA UPDATE Chair Greg Lang said that the LPA met three times in December and three meetings are scheduled for January and three for February. The largest task is completing the draft Comprehensive Plan and CRA Plan. They have workshoped most of the Plan Elements and are continuing to workshop the CRA Plan. Their goal is to have the draft CRA Plan ready for their review by the end of March and the Comprehensive Plan ready for transmittal hearing by the end of April. Their next workshop is on January 27 for the Capital Improvements and Historic Preservation Elements. The are also working at the Commission¹s request on the Parking Fee in Lieu of Parking Ordinance as it relates to the Commercial district. That will be on their agenda February 9. He expected to have a detailed report or recommendation for the February 15 meeting. Minor reorganization of the LPA: Regular member Jay Myers and Jolie Davis; Secretary Linda Siefert, Vice Chair Kevin Flynn and Chair Greg Lang. Recommendation: To see a CRA Director/Administrator hired. Implementing the plan will be a sizable job. He has already given them the job descriptions and salary ranges from other Florida Communities. Salaries range from the low $30,000 to $100,000. Discussion: Member Edmunds asked dif he thought the Dunnellon job was the closest to what Cedar Key¹s might be. Chair Lang said that he highlighted parts of the job description from three CRA Mtg. 1/14/05 page 2 cities that seemed to be skill needed for Cedar Key. The job should be tailored to each community. He thought Cedar Key needed skills such as: being responsible for day to day operations, planning, budgeting,capital acquisitions, financial controls, public relations, real estate negotiations,administering professional service contracts, capital planning and serving as a liaison to local governments, businesses and property owners. Member Sue Colson asked how they will process this? Through a workshop or special meeting or a committee? Greg Lang said that the community through their elected officials need to decide what the job description should be. The skills are in his opinion fairly straight forward. The Florida League of Cities can advertise and there are trade groups that can advertise. Perhaps the process could be similar to their consultant search when they put out a request for qualifications, reviewed their submittals and ranked them, then a group interviewed the top candidates. Member Ken Daniel asked if this person could also assume other roles. Yes Chair Lang said they could also be the City Administrator. The City has a diverse group of priorities. 4.
